How to change date and time of pictures and videos on an Android phone

Hello all. To free up space on the phone, I make a habit of copying old photos and videos to a PC, compressing them (with mogrify and ffmpeg respectively), and copying them back to the phone; unfortunately, most smartphones do not allow users to go below a certain shooting or recording quality even if it is well above what needed, thus requiring the use of external utilities.

However, the compression operation changes the date and time of the last modification, updating it to when I compress. I use the attached script (which relies on Exif metadata and/or file name structure) to restore them to the correct time, and as long as I do this on the PC it works perfectly.
The problem is that when I copy the media back to the phone, the date and time of the last modification on the phone are those of the copy. I have also tried running the script directly on the smartphone memory, but the Ubuntu terminal tells me it cannot execute the touch command on the files to change their date and time.
Do you have any idea how to come over the impasse?
