Heartbeat issue with httpd

HI All,

I have installed heartbeat on my local server.My setup have following configuration,
Packages :-
Heartbeat

1. heartbeat-stonith-2.1.3-3.el5.centos
2. heartbeat-2.1.3-3.el5.centos
3. heartbeat-devel-2.1.3-3.el5.centos
4. heartbeat-pils-2.1.3-3.el5.centos
5. heartbeat-ldirectord-2.1.3-3.el5.centos
6. heartbeat-gui-2.1.3-3.el5.centos

Apache


1. httpd-manual-2.2.3-53.el5.centos.1
2. httpd-2.2.3-53.el5.centos.1
3. httpd-devel-2.2.3-53.el5.centos.1
4. httpd-devel-2.2.3-53.el5.centos.1

Kernel

1. kernel-2.6.18-238.el5
2. kernel-headers-2.6.18-274.3.1.el5



I have configure httpd with heartbeat for failoever ie. When i 1st server goest down then 2nd server should takeover 1st, but when i am testing my setup, i found that heartbeat is not working when i stop httpd service and heartbeat works fine when ever i restart/start/stop heartbeat service. And i also found that logs are getting in for "httpd stop" even in /var/log/ha-log but "httpd stop" logs found in /var/log/messages .
