The best way is always a clean installation, save all your files/folders you wish to keep, to an external drive, then install your chosen mint build [Mint 21 or Mint LMDE] you will need internet access whilst you install it.
I second the external drive, you will need to keep a back up anyway, (if you're sensible), accidents can happen, & you could end up wiping your disk, but having a back up, you will just re-install, & be back up & running in no time.
Welcome to the Forum.
Download the ISO from here...https://linuxmint.com/ and do a clean install.
Then install your Software...Browsers...Printer and so on...once you get it the way you like...create an image of your system with either...Foxclone https://www.foxclone.org/ or Redorescue http://redorescue.com/ or Rescuezilla https://rescuezilla.com/
If you do this it saves you having to re-install the Distro again because everything on the Drive is saved. You can still copy files etc to an External HDD too.

There are many distributions all doing well doing what they are focusing on. The fun thing about Linux is that it is very adaptable to whatever you need it to do.
Personally I've been running Mint for 5 years now simply because it's given me the least headaches. You would expect Debian and Ubuntu would be similar because they are in the same family, but had issues where Mint just worked.
That said Mint isn't perfect or immune to issues that affect the wider ecosystem. Your mileage may vary. Mine has been great for years.
We all have our own personal favourite distro, but to start, just pick any of the better known ones, install it, & see how you like it - if you don't like that one, just try another - the beauty of FOSS, it won't cost you anything. 
It's the best one for me for many reasons and have been using it for years but that's me.
