Footer validation

I have text file as below.

QWERTT||SDFG
QWERTT||SDFG
QWERTT||SDFG
QWERTT||SDFG

Hi,

My requirement is as below.
First line should match with today's Date. If it matches it should check for the number of records except footer and header and this count should match with footer. If it matches the data should be moved to DB table(oracle) ,otherwise it should not load data to DB table.

Kindly assist.
