If you need test files to download of file samples based on file type (extension) then this two links are the best I've been able to find:

Why would you need them?
Test files are great if you need to verify your NIC is not corrupting downloads, e.g. by comparing SHA sums.
File type samples are good to test your installed software to see how it opens them, and also to help configure file associations in your DE.
There may be other use cases but these three is what I've been using them so far.
