disable static IP and turn on Dynamic IP without accessing into system

I have a Raspberry Pi 4 running Raspberry Pi OS
I installed Pi-hole for network adblocking, and it set my IP to static (192.168.1.116)
But recently, the Raspberry Pi got switched off for some reasons and my security camera stole that IP and my Pi's IP. And now the Pi wouldnt boot because of IP conflict

So i want to know if i can turn off Static IP and turn Dynamic IP back on using the sd card of the Pi?
 


You could turn off the camera, turn on the Pi, and then turn on the camera.
 
There is an unistal if that does not work try

i dont have access to the system since the pi wasnt connected to network, so no ssh
i dont have microhdmi to full size also, so no display output :(
