Difference between Restart Cinnamon and Restart via Menu

What's the diff between 'Restart Cinnamon' via the Panel/Troubleshoot and 'Restart' via Menu?
When would or should I use one and not the other?

Re-start Cinnamon only re-starts your DE [desktop environment] [first thing to try if the DE locks up or dose strange things]
Re-start from the main menu will re-start the complete system

'Restart Cinnamon' via the Panel/Troubleshoot

You can also restart Cinnamon by pressing alt + F2 ...this will send the screen dark with a command box, into which you enter r and then press enter..... and cinnamon will reboot
