Deepin Linux chrome-based browser frame-rate issues

I know that deepin is not exactly the most popular Linux distribution out there, but I have a pretty annoying problem with it.
when I use the chrome install that came with the distribution everything works perfectly fine. The issue is deepin is not very good at having up to date packages and chrome is out of date by a good amount. I can get around this adding the official google repo or downloading the deb package from the official website. It install perfectly fine but the performance is terrible on the newer versions it looks like i'm using a 30hz monitor at all times when using the browser.

my specs

AMD Ryzen 7 1800x
Radeon RX 580 8gb
16gb Of DDR4 ram 3000mhz

clearly it isn't a spec issue but maybe its the radeon drivers that come included with deepin?
It would be very helpful if someone could find a fix for this issue.


Here is some videos the video framerate is worse then what im seeing but you can still see the performance of opera which uses newer chromium as its base

Chromium does have a ppa you can add - I believe Deepin is Debian based now no longer Buntu based
