Controlling Allowed Bandwidth

Hi,
I am new to Linux (was running Windows10 Home).

I am using an old laptop (Dell Latitude D810) with Mint, most recent 32 bit version available. I think its Trisa?

I have 2 TVs (roku), 3 phones, and 2 computers on my WiFi network. I am using the Modem/Network Router that came from Comcast when I had my internet set up.

Before I switched over (2 days ago), I was using a program called NetCut. It allowed me to limit the amount of bandwidth available to each device in real time. It also allowed me to temporarily (10min) disconnect any device or even set times when a certain device is allowed access to the internet. I would like to be able to do all those things on my laptop. Even if I could just control the bandwidth of individual devices, that would be great!

I noticed TuxCut, but I couldn't find a 32bit version.

Any ideas?

I use wondershaper for this, though it doesn't have a fancy GUI or anything like that. Chances are good that it's in your default repos.
