Kali Linux is for experts in cybersecurity and pentesting. If you need to ask a simple question it suggests that you are not such an expert. If you are "learning" Kali Linux you should either ask your tutor or read your book more.

After you have cd to Downloads/vitrtualbox etc have you tried the command ls ? That's l for lemur and s for sierra.

You will probably find that there is no .deb there. What is there?

Yes I have used ls after CD downloads/virtual box 5. Whatever and only thing in there is a control .tar.gz file ,a data.tar.xz file and a debian-binary so assuming that's .bin no .deb

You need to extract the tar.gz - the deb will be in the unarchived folder. @arochester is correct though in saying Kali probably isn't for you at this point. You want to learn basic Linux commands in a regular distribution before you get into a distribution made for security testing - and where you'll end up hitting a brick wall more often than not if you aren't familiar with getting around your system, unpacking archives, etc..

I just saw that you gave me a tutorial but I looked up how to extract . tar. Gz files and it said that I need to use the command gunzip file.gz so I did that and replaced file with control.Tar.gz since that is the only file that ends in .gz the other one is .xz here is a screenshot of the files that I'm talking about

Ok how do I know what to use :Add the following line to your /etc/apt/sources.list. According to your distribution, replace '<mydist>' with 'artful', 'zesty', 'yakkety', 'xenial', 'trusty', 'stretch', 'jessie', or 'wheezy' I know thatThe artful zesty yakety and all that are code names but when I use the command lsb_release -a it says code name is n/a (below image) so idk which to choose
