I had the same problem. I could see Wi-Fi networks after a fresh install of 16.04, but when I tried to connect, enter the correct password, nothing would happen.
I resolved it as follows:
Even though I entered the same password correctly in the usual pop up window when I chose the Wi-Fi connection without success, entering it this way worked for me.

I resolved it as follows:
- Go to 'edit network connections'
- Select the Wi-Fi network and hit 'edit'
- Select Wi-Fi Security tab and choose 'WPA & WPA2 Personal'
- In the space below enter the Wi-Fi password and hit save. Done.
