okay. so i bought a
HP ProLiant DL360 G7 4B Server
and i think it's kinda old. it only costed 180$ and it had windows server 2012 r2 installed on it. is their any limits on what distros, drivers, etc it can run.

I've only ran RHEL on HP Proliants, but they should be able to run other GNU/Linux distributions as well. Just try using the installation image of the distribution of your choice and see if it boots.

okay. so i am trying to register on the RHEL page and it won't let me. it won't let me modify the city and state fields.

You can also try a RHEL clone such as Springdate Linux. Are you new to GNU/Linux, if so I would recommend you try Ubuntu first.

This would be one of those times that I'd have recommended CentOS...

Anyhow, I'd say that OpenSUSE Leap and Fedora Server are pretty user friendly.
