Basic Linux Driver Functionality

Hello Folks,

I have a problem I'm trying to solve and would greatly appreciate any help.

Let's say I have a device for which there exists a linux driver but no API information. How can I go about using it with programming languages like Java and C, or even python?

There may be a manual or information page for it depending on the driver. If the driver is opensource then you can look through all the source.
