[Astra Linux, Debian-like] "db_root: cannot open: /etc/target" on booting and cannot log in then

Hi! Recently faced with problem on Astra Linux: GRUB is waiting during boot about 2 minutes and prints "db_root: cannot open: /etc/target" then Linux system asks me login and password. When I try to log in as root or regular user system says me that login is incorrect.
I cannot use passwd on Live system with chroot on because of "System error". Both root and regular user were locked, but I've unlocked them and changed password using usermod command. Now I don't know what do I do.
The kernel version is 5.10.
 


There is very little information on faults and fixes for this distribution, having been originally developed for the soviet military, police and security services. it is said to be originally Debian based [that was over 10 yrs ago] how similar it is now I do not know,
the only references I can find to this error is for Servers [are you using it on a server] and the only possible fix I can find [which is for servers] is as under

Ok, I've just figured out that "db_root: cannot open: /etc/target" is not a problem, but how can I understand why can't I both log in and change password using passwd?
 
It may be to do with the higher security protocols built in, did you read the distribution Docs ?
If not, Then I suggest you take the time to do so. Also, you cannot install just any Linux applications to it without modification [change from the normal repositories to upgrade ]

I can't use passwd or login even from chroot on any Live system (Ubuntu, MX, Astra) because of "System error" so I don't think that problem is in security stuff.
 
Well I am sorry , but I cannot help any further, there are some pages [ but not many] in Russian on the web , but I do not do Russian, And there doesn't appear to be a forum for the distribution,
