I haven't read the article yet - am headed over there in just a bit to read it though.
But based soley on the headline - I would have to agree. My upgrade from 18.3 to 19.1 on the desktop computer has left me rather less than enthusiastic.
I will be migrating to Manjaro. ¯\_(ツ)_/¯
