You can use Systemback to downgrade w/out reinstallation (Regardless of Systemback not having any more updates). I just used it to downgrade back to 18.04.1 from 18.10 of Ubuntu. The first time, it logged me out w/out finishing the restoration process so I ran it again using the same restore point & it finished the whole restoration process completely restoring me back to 18.04.1 LTS.
How to Do So: Make a restore point in 18.04.1 (For Example), then upgrade to 18.10 & if you don't like it use that same restore point to restore back to 18.04.1. It'll take 2 runs to do it. (1st run, it'll log you out w/out finishing the process & the 2nd run it'll finish the process completely)
