    I don't think you're going to find any Linux distro that's going to have a refresh rate of 40Hz. Most LCD monitors run 59.0Hz to 75Hz and sometimes even a higher refresh rate depending on the graphics adapter and monitor.

    Optical media from my experience is pretty much bullet proof and short of breaking the cd/dvd disc.     Cookie settings are default from Firefox. The only add-on is UblockOrigin and it is default. I'm using Firejail default OOTB. I've run my browser without UblockOrigin and Firejail and no change and this forum is the only forum I have this issue with so I don't know.

    SparkLinux is Debian base. Regardless of 32bit or 64bit the distro is going to run great. The browser is what's going to eat up system resources mainly memory as browsers are memory hogs.
