OK, you have the correct packages installed, but you do not create /var/kerberos/krb5kdc/principal. You will find the database at /var/lib/samba/private/sam.ldb It looks like there is something wrong with your setup, if F31 works like F32, as I have it working on F32. Is Selinux disabled ?

I take it you missed this Samba wikipage: https://wiki.samba.org/index.php/Running_a_Samba_AD_DC_with_MIT_Kerberos_KDC Where it quite clearly states that running a Samba AD DC with MIT is experimental, so, when you do get it running, do not use it in production.
