When I saw the title, I at first thought GIMP started putting ads in the program itself and became spyware, but thankfully they didn't

And it's crazy that the add actually says "gimp.org" but then takes us to link "gilimp.org".
How is that even allowed?

Google is so greedy and morally-bankrupt, they'll do anything to squeeze an extra penny out of the average sucker. Sadly, most of the fish take the bait.

No, but it's automated and Google can't detect everything. They do not manually approve ads, instead relying on people to report abusive ads. One might argue that they should manually review them, but the cost in human labor would be insane. I'm sure they do run some ML algos on 'em and OCR is pretty good. So, I suspect we don't see the worst of it.
