I am running Linux Debian and I need Windows for my online schooling, it seems like a lot of work to take Linux off, install Windows and re install Linux, so My question is why can I not do it the opposite way?

It is because windows doesn't allow you to create custom partitions. It just takes up the entire disk, erasing the entire drive.
