Ubuntu's great, I think you'll like it a lot. When I found it I was so happy, I had tried so many distros before finding it.
Yes, Lubuntu uses LXDE so it would most likely run pretty snappy on that computer.

It most likely will, it's a web server so it work well with Webmin. You might want to check that online though.
nginx is indeed free, it's litespeed you have to pay for. I hear all three (Apache, nginx, litespeed) are pretty stable when configured properly.
