I've seen reversals too many times to take any entity seriously when they announce a move to Linux. I think most of the time they are just bluffing in order to secure a sweeter deal with Microsoft.

I also think that some announcements of future Linux migrations are purely to get Microsoft reps to offer give-away licensing deals for a few years. If a large enough organisation starts mentioning that it is "evaluating" Linux, they are probably fishing for discounts on their current licensing deals.
