that a public official would immediately fixate on the idea of a terrorist threat to have taken down this rather minor public website. If it had been terrorists I should wonder what they may have had to gain by doing this in the first place? Perhaps citizen's ability to see how far behind they were on inland revenue would have been decreased? By leaping to conclusions this person has seriously embarassed himself to the public. A little patience should have been shown, and perhaps a call first to the city IT person and maybe the service provider before calling a company that provides operating systems (too bad the OS in question was not M$ WindBlows - they would have charged him $3.95 per minute to listen and of course done nothing for him).
The American people are understandably on edge after 911, however, as a British expat living in the states it is sometimes odd to see gross over-reaction in US government circles to the
mere threat of terrorism. Having grown up in the UK the threat of IRA terrorism was with my mates and myself everyday. It became something you lived with and accepted to a degree. I believe in time the US people, and especially the government, will adjust to this new and more dangerous world they now face. To remain calm and keep one's wits during a crisis is key. To "go off the deep end" and leap to conclusions causes uneeded problems for everyone.

But he isn't *just* a government functionary, at least, according to his own assessment (see below). He considers himself quite the IT expert, as well as City Manager! Of course, he also happened to sue one of the last cities he Managed prior to Tuttle OK, for $200K, so he does appear to have a bit of the legendary postal-worker's hot temper...

"[Taylor] is also planning to build a city website, including a user-friendly automated system. The website could include information about city officials, agenda and minutes of meetings, a place to read ordinances, bill payments and building permit applications. Taylor has a background in computers, and build the city of Harrah’s website.
In addition to his time with the cities of Hugo and Harrah, Taylor spent 22 years working with E Systems as a program manager. Seventeen of those years were in Virginia, working on a classified government program. He has run his own computer business and worked for the Choctaw Electric Cooperative as their internet technologies manager."
