Bay State won't join accord on Microsoft

Attorney General Thomas F. Reilly said yesterday that Massachusetts will refuse to sign on to the government's proposed settlement of the Microsoft Corp. antitrust suit, calling it an ineffectual deal that will let Microsoft ''continue to crush all its competition.''
