In Lubuntu 13.10, how do I manage the services that open the TCP ports to the outside?

In particular, I should add a service that is activated during loading of the X11 server (that is, before the LightDM display manager is displayed).

To start with you can add a simple firewall life ufw or gufw.
Code:
sudo apt-get install ufw
UFW will automatically control the firewall rules for you once enabled.

Most port settings on services you may want to use some day can be changed in the configuration file for the service.
